The 'Oude Landen' project addresses a long-standing rail bottleneck affecting access to the port of Antwerp. Expanding rail capacity is essential for the port’s growth, yet the proposed interventions are situated in a densely populated area and have met sustained resistance from local residents and authorities. Previous planning efforts over several decades have not resulted in a permit or a broadly supported solution.
SOLV provides the data infrastructure underpinning the participatory trajectory. Input from workshops and consultations is translated into a structured social model that maps stakeholder positions, concerns and interdependencies. Different action packages are then stress-tested through risk analysis to assess their relative acceptance and identify scenarios that move closest to a broadly supported outcome.
